Joe Guggenheim is one of the nation's most respected experts on the Low Income Housing Tax Credit (LIHTC). He primarily works by publishing his work in a book which is now in its 11th Edition called "Tax Credits for Low Income Housing" and by consulting. He has a rather simple form which he uses for the most important aspects of his teaching.

His book includes a list of the major players in the U.S. who use the LIHTC. One of the leaders is Enterprise Foundation with whom I have worked and which was founded by my former boss James W. Rouse.

Actual use of the LIHTC for housing development is far more complicated than his simple form suggests. Actual development of housing is well served by ProCash.

This describes the process for creating a form (or view or report) and documents how we are doing it.

1. write specs for a form.
2. render the form with a CreateView which uses either fmPVP_Make or fmANY_Make.
3. run the make to create the def.
4. create a view file and put the def in it.
5. open the form using the def, this places all titles & data which are constants (the user does this).
6. refresh the form placing all data in it which is variable (vwDE) (the user does this).

The table below is the beginning of documentation on how this is done in Phoenix and related platforms. Windows, at least at present, is the most complicated implementation, so it will guide the evolution of this.
